England's Henry Croft scored again to level the match in the fourth quarter, but they were unable to secure a win.
The outcome of the match means the Netherlands finish at the top of Pool E and move on to the semi-finals alongside Argentina, while England ends up in third place, followed by India. Germany and Spain also advance to the semi-finals. England will play Australia in the fifth-place match on Friday at the same venue.
