Jimmy McGovern, the writer of the BBC drama Time, expressed his dismay after visiting youth offenders' institutions while preparing for the upcoming series. He described the facilities as 'appalling' and criticized the practice of keeping inmates isolated for extended periods, which he believes allows staff to neglect their responsibilities.
During his visits, McGovern observed that young offenders were confined to their cells for 23 hours a day due to a keep-apart policy intended to reduce violence. He argued that this policy has become an excuse for staff to avoid engaging with the inmates, a situation he claims worsened following the COVID-19 lockdowns.
The Prison Officers' Association responded to McGovern's comments, defending their members and stating that the keep-apart system is crucial for safety in a high-violence environment. They highlighted the challenges of staffing and funding that contribute to the difficulties faced in youth offenders' institutions.
