
WRU Reveals Criteria for Future Professional Rugby Teams in Wales
The Welsh Rugby Union (WRU) has detailed its decision-making process regarding the locations of three professional men's rugby teams in Wales, effective from 2028. This announcement follows a July decision to award licenses to Cardiff and Dragons, leaving Ospreys and Scarlets to compete for the remaining license in west Wales.
The WRU's approach was informed by the Keystone report, an independent 68-page document that assessed various factors, including population, fan support, and financial sustainability. The report indicated that Cardiff has the largest local market, while Dragons also have significant accessibility. The decision to reduce the number of teams from four to three was driven by financial constraints, with the WRU stating that it cannot support four competitive teams beyond 2028.
The final decision on which team will be cut is anticipated in June 2027, ahead of the 2028-29 season. The WRU has committed to transparency throughout this process, launching a microsite to provide updates and supporting documents related to the new licensing framework.
